The "Koulagna's Competency Assessment" method relates competency to two factors. Factor x is the knowledge based assessment which includes theoretical learning and/ or apprenticeship based learning while factor y is the unlearned parameter which is further divided into two. Parameter a is the quantitative assessment of individuality and parameter b is the quantitative assessment of purposefulness.
The higher the factor y, the more significant is the improvement achieved with competency enhancement programing.
